I'm having a similar issue with yubikeys and windows 11. Smartcard login works fine on Windows 10, but not at all on Windows 11. We've even successfully gone through the enrollment process on Windows 11 and it still won't work for logins, take that same key that was enrolled using Windows 11 and it works fine on Windows 10 to login.
